Electronic ID Card (CIE)

For the release of the CIE, the citizen must present:

• the previous identity card or, failing that, a valid identification document or the presence of 2 witnesses of age who declare that they know the person concerned and who are not relatives or similar to the same.
• the report submitted to the Public Security authority (Police Headquarters or Carabinieri) in the event of theft or loss of the previous identity card;
• a recent passport photo of the same type as those used for the passport (preferably without glasses; the background of the photo must be white). Photo examples
• for citizens belonging to the European Union: valid travel document (passport, identity card) issued by the state of origin;
• for foreign citizens (countries not belonging to the European Union): residence permit and passport, both valid;

Minors can obtain an identity card from birth. At the time of release, the presence of the minor is required who, from the age of 12, signs the document and deposits the fingerprints.

You also need:

• an identification document of the minor (if in possession);
• in the case of a document valid for abroad: the consent to expatriation given by both parents or by the sole exercising authority or by the guardian (with a deed of appointment), which can be downloaded from the forms section of this site;
• if one of the two parents cannot be present at the counter, it is sufficient for him to sign the consent and send it together with a photocopy of a valid identity document.

They cannot obtain a valid identity card for expatriation:

• minors for whom there is no parental or guardian consent;
• citizens with situations of impediment to expatriation;
• EU citizens and citizens belonging to third countries.
